It was speculated that water has been carried to the Moon by comets and meteorites, and could persist as ice in shadowed craters that do not receive sunlight. However, recent missions have failed to locate any water, and have found that previously detected hydrogen was actually contained in rocks, and not in water as theorized. It is still possible that water exists on the Moon, but none has been discovered thus far.

I thought I heard that Clementine found a small lake or puddle or something on the moon. Someone suggested that it could be astronaut urine, possibly from a crashed LEM, but I haven't heard anything since.

certainly not in vapor form, since the moon has no atmosphere, or in liquid form on the surface, it would have evaporated billions of years ago, and probably not in solid form. so probably not.
