Otters don't have subcutaneous fat like most other aquatic mammals do. Instead they rely on an incredibly dense coat of fur that when coated with an oil secreted by the otter, traps air which provides the otter with insulation. Pacific Sea Otters have the densest fur of any animal on the planet. They have something like 100,000 individual hairs per square inch. So to answer your question...... 1. That incredible water proof fur coat 2. As others have stated webbed feet 3. Great intelligence and problem solving ability. As an example Otters will use a rock as a tool to help them open abalone shells. They will rest the rock on their belly and pound the abalone against it until the shell cracks.

Thick fur to keep out cold.
A layer of fat also to keep out the cold.
Feet with webbed toes to help it swim.
Nostrils that close over so they don't let water in
Big whiskers to sense food in the mud when the water is murky.
The ability to hold his breath for a very long time.
