Guess it could be due to the fact that the last place anyone would want to live or work would be at/near a nuclear plant on a fault line that could shake at any time. Earthquake can be researched and evacuated but not detailed with pin point accuracy. Or we could evacuate cities like LosAngles before an earthquake strikes. Remember Hawaii's recent earthquake seemed to take everyone by surprise.

Or just common sense - something that seems to of gone the way of the dinosaurs.

Weird, huh? I guess they weren't aware that they put them on fault lines. I have to call Miss Dig before I put a shovel in my own yard so you'd think they'd at least researched their location a bit better.

you want stable ground, not a fault. A better Q might be "why can't we plant a nuclear power plant completely ungergound".
