tough one- she needs a councillor. your job is just to be a friend try to act normally around her ,show that this guy has not ruined her whole life . have a great time with her go out etc

She needs to tell her new foster family, or a counselor at school, or a mental health provider, or her doctor or a teacher or social services or anyone in a position to help bring that creep to the justice he deserves.
He can still go to jail for this... but she has to tell someone other than her friends. And if she can't... then you should. It might upset her at first, but eventually she will realize that you did the right thing.
She also needs mental health counseling because being raped damages a person in many ways and it will be hard for her to have a healthy normal life, much less healthy normal relationships, until she's coped with the event and processed through it with some professional assistance.

If she is happy where she is now, and the people that she is with love her, then you must convince her to tell them what happened to her! They WILL take it from there, if they love her! Those people cannot be allowed to get away with what they did! What if they get another child, say a little 11 yr. old girl? Don't let her nightmare happen all over again to someone else, MAKE THEM PAY FOR WHAT THEY DID!

Tell her to go to the authorities: police, guidance counsellor at school, doctor, etc. It doesn't matter how long ago it happened - she may be able to stop it from happening to any other child! Keeping the silence inhibits her healing and lets the $@%^@ get away with what he has done. Good luck to you and your friend - she will need the emotional support you are giving her.

she should go first to see a shrink i know its very cold to say but she will need support on this matter after that she should report the abuse but if its an old one i don;t think the law will ever punish it but she can tell the adoption authorities about them, this way at least they'll never have the right to adopt, and in the religion way i think she should find strengh to forgive and forget them and focuse on who is she and how many good things can do in her life.

Tell her that she needs to report it. If not for her sake, but for the sake of other foster children that may fall into his care.
And, tell her that it's not her fault. A lot of victims of rape and molestation feel guilty. They feel that they are to blame, or are ashamed. Often, they refuse to talk about or even admit to what happened because of this. But, if she does not report him, she will be guilty of allowing him to get away with it and for every other girl that he may rape or molest.

This is awful. She is confiding in you and your listening must be very helpful to her if this is such a dark secret. I would strongly encourage her to get some qualified professional counseling. She needs to be talking about this rape to people who know how to help.
