It seems like a cockamamey assumption, no doubt some cunning linguist was dickering around with language late one night and simply suffered a slip of the tongue. Still, I suppose we should stay abreast of the sensitivites of the public regarding inmates and hard labor...

Most of them probably enjoy it,,only penal they have had in awhile,but never a forced issue no matter what they have done
