First you need to determine which fan is making noise.
Is it the case fan? Or...is it the CPU cooling fan?
If it's the CPU fan get yourself moving and either replace it yourself or take your PC in and get it replaced. You could fry your CPU if it is not properly cooled.
The case fan is a little less important but should be replaced ASAP.
In either case they are cheap and easy to replace. Case fan is about $10 and CPU fans are around $10 - $20 depending on the fan.
Fans are not high tech, high reliability items. Especially the case fans. So it's not all that unusual to have one that is noisy, or have one that has a very short life span.
Proper cooling is important to the health of your PC so make sure you have fans that are operating properly.

If the sound the fan creates is very much annoying and the cpu vibrates audibly, try to check the fan when the cpu is turned off. Probably a blade might have broken off. If not, you might as well have a defective fan. Your last resort would be to bring it back to the shop where you purchased your pc, coz its still fairly under warranty and they will fix that for you.

The default FAN that comes with most CPUs isn't the best and can easily get dirty or damaged. Try just a little compressed air and see if that helps if not get new fan installed (by someone else, just to be sure) only costs about 25$ for a good quieter fan.

The fans all have ball bearings. If any of the bearings go bad then the fan will need to be replaced. If it's just loud it may be the brand of fan. If it is a vibrating sound thent he bearings are bad. Replace the fan.

your cooler works with electromagnetic fields. mostly in the cooler are 4 current-carrying coils. if one of them it's not working, there will be a delay between the phases, and the cooler will make a lot of noise. sometimes a simple cleaning will do the trick. remove the fan, remove the lillte ring from the back of it, the pull the fan out. clean it, and put the fan back, and don't forget the ring too !. it sould work without a noise again

usually it's because of dust, dust gets into fan and it's harder for the fan to spin, it's good idea to clean it every 6 month or so before it stops working and your CPU overheats..

They slap those power supplies together in China in about 2 minutes,, and test them for output in a noisy factory. you can replace it with one that should be better, if you know how,, just match the power ratings to the new supply.
