Your poor turtle is VERY sick.
The white foam is a sign of mouth rot (stomatitis), and the floating on one side is a form of pneumonia. It sounds like your turtle has a pretty bad viral infection.
Viral infections are tough for us to treat, and tend to be fatal. You can take it to a vet or you can try to do your best at home.
You'll try a basic 'hospital tank':
- nice, big tank or tub of water heated to 80-85, and filtered aggressively to keep it as clean as possible.
- good lighting that includes UV lighting.
- top quality food offerings when it starts to eat
- no stress- no noises, vibrations, handling, etc.
- you can try adding 'Stress Coat' to the water. I am not normally in favor of treated water but this is a special situation.

Take her to the vet.
Do you have a good lamp that has the bulb that gives it the vitamins like the sun? Is she too cold?
Have you just changed her tank around? Some turtles don't like their stuff messed with. They get stressed easy.
But Vet Is The Best Thing....

They are cute, they have a shell, they go under water. They go on land to escape from there enemies.Many baby turtles die because the seagles, or some others on land eat them when they are born. They are born on land.

If she is not eating please take her to a vet. Until then you should have some one hold her mouth open and put food into her mouth.
