Houzever it vould only benefit ze hearing man if zay knue some speech, but of no benefit to ze deaf persons vutsoever, so I vould have to say NO.

I personally dislike that saying in the first place. Its about enlightenment, about having one eye open to the real world when we have none, but it encourages people to only seek a small amount of truth when we should seek endless amounts of it.
And no, it is phrased "is king in the land of the blind" because of the metaphors crossing between sight, and enlightenment.
