Can I bill 2006 business in 2007 under SOX?

I am trying to understand Sarbanes Oxley and if I want enhance my 2007 results can I peform services in 2006 but not even bill them until 2007? Also can I bill out of busines companies even though I can not collect to make my sales appear to be higher thn they actually are?
