Can WADA take any action on ICC if some one takes drugs in any ICC recognised tournament?

Recently Asif and hoib got tested positive before that shane warne was also tested positive.But ICC does not palyed a key role then also.What exactaly can ICC do if some one takes drugs and what is the penalty power of WADA

WADA cannot take any action against ICC. ICC should award penalty to the players involved in drug taking.

No WADA can not interfere in Cricket matters.
