Let her try! If she is enjoying it she will continue to read and if not she will stop! Be good to talk about it with her as she reads. See what issues are making her think and what feelings she has about the book.

why not, she probably will get bored with it as the first few chapters are a bit deep and not something that a 13 year old usually likes. the more people say you cant read something the more its enticing and luring. so i say let her have the book, she will probably put it down on her own

I really don't know what business you have giving your sister permission to do anything. It would make more sense for your parents to have a say in things.

While I personally think it's a boring and rather pointless work or fiction, if she wants to read it, I don't see why she can't.
