Several reasons:
1.) It is nearly impossible to grow large amounts of plants to the exact same specification - there will be variation in the amount of the desired chemical present.

2.) Plants contain more than just whatever desired chemical that you want. For example, let's say you had a plant that exhibited the same properties as Pepcid (used for acid reflux). That's great, but from #1, you can't guarantee the amount of chemical delivered, and you also may end up with other additives, such as pesticides, ground or water contamination, etc.

3.) Currently, medicinal plants are unregulated - those regulations really do provide a measure of safety and peer review.
