Nothing is added to holy water. Water can be drawn from a tap or the well or a spring. The priest says the magic words while making the sign of the cross and presto 'holy water'. The holy water can then be sprinkled over the crowd at a religious gathering or used to splash about in church.

Most answers are correct but not all. And all answers (so far) lack something. I'll explain:
Holy water is plain water (tap water or whatever water is available) which has been blessed usually by a Catholic Priest. Any faithful can bless water to make it holy provided he knows the prayer/blessing. And any water can be used in an emergency to baptize someone; it doesn't have to be holy water however the person must utter the Trinitarian Formula (I baptize thee in the name of the Father, and of the Son, and of the Holy Spirit...) One lady used saliva to baptize her baby when it looked like the jet plane they were in was going to crash.
Finally, in any blessed object including holy water, it is the blessing that is chasing away the evil influences. If a demon is repelled by water, a Bible or a rosary, it is because of the blessing not because of the object itself.

Normally, holy water's blessed by the priest, who says a prayer invoking God's blessing on the water - AND ON THOSE WHO USE THE WATER WITH FAITH- and makes the sign of the Cross over it. At Easter time, the Paschal Candle is dipped into the water three times.

Blessings are the only thing added to holy water. It is blessed by a priest or priestess, which in turn makes it bad to throw on a vampire because they are said to be unholy.

Any Christian can make Holy Water by consecrating it in the Name of Jesus Christ and in the Power of The Holy Spirit. It can be used for healing, deliverence, consecration and similar. The water does not change physically, but becomes a channel of faith.

Vampires are allergic to the WORDS holy water. All you have to to is shout "this is holy water" ( it doesnt need to be holy, it can come from the tap.) Then throw it in their general direction and voila. Their faces melt clean off.
Thats what my mate dave told me anyways.

I think its blessed by a priest or maybe even the pope, I have no idea as I'm not catholic and never had the use for holy water myself.
