Get a book and read about the basic concepts of insurance and what carriers do. If you think you have a gripe, I am 59 years old have been driving since I was 16 and have yet to have an auto accident. Yep, and you're getting screwed. Well what do call what is happening to me?
BTW, frequently black people do pay more. They frequently live in areas of high crime and are therefore a higher risk. The same way you are a higher risk.
Women get life insurance for less than men. Why, they live longer. BUT,BUT my friends wife died when she was 19 so its discrimination. Not at all, it is actuarial tables. As Johnny Carson said, women don’t get ulcers, they are carriers. In reality some of these tables are shifting. With more women involved in high stress jobs the gap is closing in some cases. Like the Virginia Slim's commercial says, “You’ve come along way baby”.
You just have to get a grip on reality. If you want to avoid these practices, have you checked about bonds? Some states will allow you to post a bond in lieu of auto insurance. I think a Million Dollar Bond is about typical but check with your state. You see many states, contrary to popular belief, don't have mandatory insurance laws. They have financial responsibility laws.
If you really want to fight this stuff, fight no-fault insurance. And fight the prorated blame used in California. Under no fault everything gets fixed and everybody’s insurance goes up. No matter the circumstance. You could be parked and out of your car and you will share the blame equally with someone doing 145 mph on a residential street. Or in the case of California you will receive partial blame for an accident because you were somewhere that another driver wanted to be. And that includes your garage.
Your complaint has no merit, I'm sorry.

Insurance companies must use the information they have on hand to determine rates. If a 16 year old man and a 16 year old woman come to an agent to get insurance the agent does not know how good a driver either is, because they do not have a driving record. To determine what rate to charge the agent would go to the data he has which shows that boys in that age bracket have this many accidents and get this many tickets whereas girls in this age bracket get this many fewer tickets and have this many fewer accidents. So he would charge the boy more based on this information. It is not discriminatory but is based on information on hand. As the boy grows up his character will show. At 18 with no tickets or accidents his insurance rates will start to drop and with good driving habits will continue to go down until he is 25 and then will level out until he gets married when they will drop again. However if he has a number of tickets and a couple of accidents his rates will stay high and may go even higher. You also have to look at what kind of vehicle the teen is insuring, you pay more for a cool muscle car than you do for something more sedate and you will pay a lot more for a sports car.

Insurance premium depends on the type of group a person belongs because the occurrence of accidents are frequent in some sectors like the youth. It is justified under the law.

Statistics: The only science that enables different experts using the same figures to draw different conclusions.
— Evan Esar (1899-1995)
The conclusions that insurance companies like is the one that gives them more money. If they had to charge everyone the same amount, those "poor" executives whould have to settle for a 5 million dollar house instead of a10 million dollar house.
You decide.
