if and when one decides to file a complaint is the need for the law to take it serious with your need. Then if you call to have an officer dispatched to your address to file a complaint. Once the officer arrives you start telling him the inf that is with complaint but instead he notices you have a selection of fine tools. Instead of focusing on the reason why he is there he decides to question you about the tools you have. Then have the officer ask to take some numbers. In of it its not a problem since no crime was committed other then hard work. .After he starts to write down numbers and realizes that none a removed he give up and leaves. No mention of complaint and no further concern from department on said complaint . Is that considered dereliction of duty if it leeds to more of your property being stolen.

There is dereliction of duty when the law enforcement officer failed to properly respond to a complaint. In you case, report the policeman to his superior or file a case in the Internal Affairs Department so that he will be investigated.
