Why do you think she is getting them out in the first place?
Of course you can look at her fun bags, those gorgeous pendulous dangling udders. That's what they are there for.

it doesn't give you the right .. but if she was concerned about that, she wouldn't bare her boobs in the first place
although she can claim you are being a nuisance by staring you could use the same law for her exposure within your view.
I cant believe I'm defending this, but i imagine the woman already knows all of this, and does it for personal kicks. she must be an extrovert to do this, she is practically performing for your voyeuristic tastes
you could always mention this to her. leaning over the fence and making a joke about a 'friend' getting a pleasant surprise and a big smile. see how she reacts... she may even tell you she enjoys that. If she doesn't, she will let you know

Maybe she's doing it especially so that you will look hehe. I think you have the right to peek, but don't stare. She should know the risks of stripping when there's a low fence.

I should think so - I know that legally anything that hangs over the fence actually belongs to you and you are allowed to do as you wish with it. Maybe an idea to get her talking close to the fence heh ???? x

well if i sunbathe topless i do it where i cant be seen... i think its some what voyeuristic of your neighbour to be topless where she can be seen and realistically she must enjoy being watched otherwise she wouldn't do it ... so i guess looking is ok as long as u don't make it obvious by leaning over the fence and drooling u should be OK !!

yes of course.
if she hangs them over the fence thus encroaching on your access to sunlight and enjoyment of your own property, you have the right to cut them off AND throw the "clippings" back into her own garden.
Sometimes though, you can solve this problem with a warning grope.
Invite me over to your house for a coupla beers - I'll bring my camera to obtain "evidence" for your defence.
