I would use bright colours being a toy shop, Do you have any friends that are good at drawing, maybe they could do something creative on the walls for you, Or get some friends around on a Sat or Sun to help you paint and set up the shop for you and in return you cook them all dinner that night and provide some wine??..(Cheap way to get some labor done)..
Or contact the Toy Companies (of the Toys your planning to sell) and talk to their marketing team and get them to send you out promotion Posters, Displays, stickers, things to hang etc.. and use that stuff to decorate your store with?? worth a try..
Good luck!

Contact some closet design companies to help you design the shelving.
