I think that it was a nautical term to ask for a length of rope to tie something down with. Its more commonly used to describe sex.

I understand it is replacing 'Hello,' 'Good Morning,' etc as the standard received greeting in English speaking countries. Try it next time you go to the newsagent or go out for a drink.
