I googled the search terms "what does webpage designer do?" and came up with a ton of links to information on the subject.
http://www.google.com/search?hl=en&q=what+does+webpage+designer+do%3F&btnG=Google+Search
I wasn't sure if you were referring to programs for webpage design, or if you're referring to people who design webpages. Hope this helps, and if you clarify your question, I will be glad to look further for more specific information for you, although you can certainly google the term yourself, or search for it in yahoo, dogpile, or any other good search engine.

Theres a lot of variables here. I met one a while back and he was extraordinarily good at what he did, so he was able to charge around $250 k per page, this isn't the standard by any means though.
