I need to find out where this plaque is. One thing for sure - it's somewhere in London.

Don't know exactly but it would make sense to try all the obvious places.
Parlament
Downing street
St Paul's Cathedral
Leicester Square
even try Buckingham Palace.

Try asking the person who asked the question if it is in London or the city of West minister( the bit around Parlament), that would narrow it down.

I think you will just have to get on the train to London and have a look round these places.

I don't know the answer, but I have these suggestions to make.

1.One idea might be to contact English Heritage, an organisation that has responsibility for Blue Plaques (although these plaques are "So-and-so lived here" types). http://www.english-heritage.org.uk/server/show/nav.1494

2. The next possibility would be to contact the local authorities with responsibility for central London (which is where the plaque is likely to be):
