Is there a natural scent that I can put up there to deter them? I can't find where they're getting in (the building is too tall)...

piano - its a loft!! I have loft access from the inside - but the roof is too sloped on the inside for me to reach any potential holes. Its a 4 storey building so I can't reach it from the outside either.

There's probably a ventilation opening with slats across it. Or there could be a small opening in the fascia, soffit, or broken roof tile. The vents can be screened over, but the other stuff has to be repaired. Unless you find out where they're getting in, you can't do anything.

Birds don't have much of a sense of smell; however, their hearing is excellent. With that in mind, I suggest using a recording of a bird of prey such as a hawk; I've seen this done locally at a warehouse retailer, and I am told it works very well.

If you can get up high enough , place a fake owl near where you see them coming and going. People use these on their docks at the beach to keep seagulls out and in the country it works to keep jaybirds out of small gardens.

You can get there to put a natural scent but otherwise it's too tall. HUH?
Chicken wire (netting) - you WILL have to find how they're getting in, there's nothing else for it, then block with the netting!

Put a cat in the loft. That's what cats are for.

Simple!

Remove your roof. That way it would be way too open & windy for them to set up a nest.
