There are two great epics in Indian culture, one is Mahabharata and one is Ramayana. Both the Epics depicts the historical events happened in the past and teaches how good had to over come evil and settle peace. Well if I try to answer the whole thing it might become an entire website but to cut long story short. Ravan was the Evil King of Lanka (which is now Sri Lanka) who had abducted King Rama's wife by force and he wanted her to marry him. Ravan in Indian mythology is depicted as a 10 head monster. Ravan was killed by Rama and his brother Laxmana.
Although he was evil but as per epic he was very skilled and learned and had many strengths. His depiction as a 10 headed demon is not literal but means he had the know equating to 10 heads. Thats why many people respect Ravan.
You can find the whole story at the following link.

He was born to an Asura woman to a Brahman father, who had been the father of Kuber even. Kuber was respected for his health, which he gained because of his tapasya. Taunted by his mother, Ravan and his brothers resolved to do great penance to get all the varas from God. He got the powers.Eventually he became powerful. He drove out the Devas from Lanka and ruled over it. He took over the astral viman of Kubera, forcibly. He got a boon from God that he will not killed by any one other than a human being. Hence, the death of Ravana in the hands of Ram.

Some respect Ravan, because they think they ethnically closer to him. Ravan was a Brahman and a worshipper of Lord Siva. How could they find affinity with him, I do not know.

Ravan, acoording to Hindu scripture RAMAYAN was the king of Lanka(a country of gold at that time) now which is known as Sri Lanka..
Though he was rakshas he was not as bad as today's rakshas(i mean terrorists or thief or any other)!!he was basically a brahmin he knew all the shlokas by heart in Sanskrit he was a great devotee of lord Shiva..he has made unbelievable Shiv Tandava. It is so hard that you can't even speak properly by reading!!
He was knowing that Ram was himself god & still he fought with him 'cause it is said that he wanted to die with the hands of lord Ram. Even while dying he spoke Sriram...
though he kidnapped sita he didn't even kept her in his palace but outside the palace in the garden with the Rakshshis!

so you see, due to these qualities of ravan some people do respect ravan.

In Hindu mythology, Ravana (Devanagari: रावण, IAST Rāvaṇa; sometimes transliterated Raavana and as Ravan) is the principal antagonist of the Hindu epic, the Ramayana. According to Ramayana, he was a king of Lanka many thousands of years ago.

Ravana is depicted in art with up to ten heads, signifying that he had knowledge spanning all the ten directions. His ten heads also earned him the name "Dasamukha" (The ten-faced) and "Dasagriva" (The ten-headed)
