preferably i want the measures to control it and maybe some laws passed against it

The laws in the US are pretty lax - people are fined, given probation; serious offenders are given jail time. Some have been banned from receiving hunting licenses, but obviously that's pretty dumb. Here in Arizona there's an 800 number you can call if you see someone breaking the hunting laws - like poaching, road hunting, not tagging your game, selling the meat, etc...The Game and Fish website where you are located could give you good information. They've also used things like fake deer on the sides of the roads to catch poachers, checkpoints during hunting season to verify tags, checking kills during bow season to make sure guns weren't used(you'd be surprised how many idiots think they can stick an arrow in a .22 hole and think it fools people).

In Africa poaching became so serious on some reserves they tried everything they could think of, even tranquilizing elephants and rhinos to cut their tusks (which took away natural defenses - like declawing cats). Finally the rangers were given orders to shoot poachers on sight. THAT worked really well. I wish I could remember the reserve they did that on - I saw it on National Geographic a year or so ago...

Poached eggs and deer are both very healthy food sources. Don't shoot the eggs, though.
