Why not ... most university professors have never worked in the "real world" yet here they are preaching and teaching whatever it is they consider their "field" .... give me someone with less paper qualifications but a whole heap of practical experience anyday

If you study something long enough I guess. But I see what your saying. I would think consultant, cause doesnt expert assume participation in or with in some sort other than study. I dont know but its mind boggling....

Well, I'd say most of the beauty pageant judges haven't been in a pageant.
The people who get the astronauts launched haven't been up.
Most art critics haven't painted. Etc, etc.

Ask any sports fan. They're always more "expert" than the athletes or coaches.

sure. an example is someone who teaches cpr, but has ever had to do it on someone. that's really common.
