If you are in love, because you are on a high ,dancing in the rain, particularly with your beloved, suddenly has a certain attraction just like walking hand in hand or larking about together in fresh snow. The heat comes from inside you and makes you feel OK however cold and wet. For the rest of us that are not love struck, the feel good factor is to watch the rain through the window and remain dry and warm.

Everything feels better on screen. Although in the provinces away from the city, the rain still feels great. I especially love walking around my garden in a light gentle drizzle.
Then again being under an umbrella with someone special is even better.

Because you're focused on the sound, look, and 'romance' of rain on screen. In real life you're focused on the cold and wetness of rain. Your question is really insightful!
