They are galls. It is plant growth out of control--kind of like a tumor in animals. It doesn't hurt the tree because the leaves fall off before the galls have a chance to. They can be caused by insects or microorganisms.

Well th ey have been eaten in times of famine by very poor people and during the war they were used to make pretend coffee
