small amounts will precipitate. Why?

There are three reasons I can think of:

1.) You have not given it time to dissolve and it is simple undissolved NaCl you are seeing

2.) It's a saturated solution (i.e. more than 35.9 g in 100ml water) so you can't dissolve any more. You can check this by warming it to see if it dissolves then.

3.) You have a relatively insoluble impurity in your NaCl
