The government and military force there is not strong enough to work by themselves. Sunni & Shiite insurgencies will definitely rise because there will be no big bad Army to hold them down.
Basically, now is NOT a good time to pull out of Iraq. The US opened pandora's box, and leaving now without resolving the problem will lead to worse problems for the country and its citizens.

If we pull out then according to war opponents' logic we should immediately re-invade.
Didn't war opponents say that Saddam didn't have links to terrorism so we shouldn't be there? Well, if we pull out the whole country will be an al Qaeda training ground. So, then according to anti-war logic we should just stay there.

The current Iraqi gov't has no chance of surviving... it's weak and there isn't adequate security force. I doubt that the different factions will find a way to work with each other.
