English is the /de facto/ language, rather than the /de jure/ language.
There is no legally constitued official language in the United Kingdom. I
believe efforts have been made to declare Welsh as the /de jure/ official
language in Wales, but they have not - so far - been successful. I think it
would be quite difficult to do that in practice as legally England and Wales
are a single entity.
