To answer this question I have to generalize, but I'd definitely say the Irish.

I've never met such friendly, helpful and gracious people anywhere else.

The world is just one country if you look at it from the space. All boundaries are artificial and destined to disappear in time. The key is that good manners come with good moral education the type that teaches you values which you can apply in your daily life. There is also this famous Persian story. People went to a very famous and well mannered person to ask him from who he had learned to be so polite. He answered from the impolite people. Every time that I saw something that I didn't like in others I tried not to do it myself. End of story. Also check www.bahai.org

I would say children of all countries. Up to certain age, until which parents and surrounding (such as TV) cannot influence them too much. All the kids are angels, and pure. If talking about adults, then I would choose Buddhists who have never started any war, did not occupy, do not possess weapons, but care for themselves and how through themselves to care for others.

The Japanese. I do not want to stereotype but Japanese people seem to have great table manners, personal appearance, have respect for other people and keep their country clean and tidy.

Canadians ,they're on the top of the list :For I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in...is there any better manner than that ???

Tibet i would say... All lovely buddists.
Not new zealand cause thats where i am from and the people are allright but not great ... Japan was really nice though. Good people

Canadians - hands down. Polite with out being condescending or emotionally repressed like some Asian cultures mentioned.
