What country? If its Mexico then that means he is the "jefe" boss of that city. He can pull over a car and take people's daughters. If it is in Europe that means that they are royalty. If it is in the United States it means that the person who stole the car is mentally handicapped and tried to use a cut-up Corona box as a license plate.

I saw a car like this the other day (in Australia). A quick Google search confirmed that it's one of the Governor-General's official cars.
