Would that be ANY group or persons considered participating in "terroristic" ideals or actions? Or just those that motivate political agendas?

Bush started the war on terror. He seems to be fighting shadows. But at the beginning he made one thing clear: That whoever was not with america are against ( enemy??) them.

Our enemy is radical Islam. They turn a religion of "peace" to a religion that demands our heads, literally.
Everyone has seen the be-headings. Have you seen a Muslim denounce that behavior? I haven't. I'm sure that some Muslims are appalled by that behavior, but I'm not hearing from them!
Moderate Muslims must get their voices heard. They must speak louder, and more often.
Radical Islam, is the enemy in the war on terror.
