Generally layered armor made of a number of materials. It depends on what you want to protect against the most, penetration or overall delivery of energy to the target.

An artillery round may pierce body armor and pass through doing relatively damage other than the hole it bores, which of course might well be lethal, but such things have been survived. A rifle round with high energy may not pierce the armor but may deliver enough "shock" to cause internal rupturing of internal organs.

The armor on a tank will deflect rifle rounds but may provide just enough resistance to an artillery round to maximize damage.

What exactly are you trying to protect or to destroy?

Diamond. It's also impractical. NOTHING is stronger except Carbon nanotubes, which can be woven into a fabric. Its still in development, that's why I said diamond for right now.

I think tungsten alloy because tungsten is the hardest element and will be much harder when became an alloy...
