Although the water can be shut off at the water meter, you won't have the special tool necessary to access the meter shutoff valve. There should be a main shutoff valve where the water line enters the house, usually through the foundation. It is usually easy to identify the entry point if you have a full basement, but can be harder if you have a crawlspace or a slab on grade foundation.

Find the main water meter outside in the yard somewhere.There will be a shutoff valve at this meter that shuts off all water to the house. Now that you know this --you can look around for perhaps(??) another shutoff--somewhere else in your spare time.

Find your water meter, there's a shut off valve there if all else fails. It will shut off water to the entire house.

Water pipe will come into the house from the street outside, and the stop tap will be the first thing on the pipe. In a new house with the kitchen (or maybe a downstairs loo) at the front that is where the stop tap will be.

If it isn't near the meter (mine isn't), check near the water outlets outside...most likely towards the front of the house. Good Luck.

1.Under the sink on the main floor or basement.
or
2.in a cubard above the sink in the basement.
