Knowing your operating system would be easier to solve this question. If you want to perform a System Restore (either to a previous time or restore whole thing) on a Windows XP, go to Start, Programs, Accessories, System Tools, System Restore.
If your computer is set to make restore points, then you can restore to a previous time and date. That or you can restore your computer to a default state.

You need the recovery disks or you need to have backed up, which few do these days as drives are so large. But be sure to back up your data before starting the reformatting. You have tried a system restore to a previous date I hope. Definitely try that first. Hit Start, All Programs, Accessories, System Tools and System Restore. Good luck.

Use windows sytem restore.
Start> Programs> Accessories> System tools> Sytem Restore

If ur windows starts up go here: all program>accessory>system tools>system restore.
if dont press f8 and start in safe mode and again up address if doesn't work u need start up disk

if you are having XP
click on start
all programes
accessories
system tools
system restore open it and jump to previous date of restore point (this process wont ask to insert windows CD)
