Depends. If the 17 year old turns 18 before the 15 year old turns 16 or if the age of consent in your state is 18 just don't have sex, otherwise there's nothing wrong with it.

Nothing wrong with that they're both still under age and I had a boyfriend that was 17 when I was 15 also :) just as long as the parents are ok with it

That's not such a big age difference. It could work if that's what you're asking, but when you're in a relationship, there are more aspects to be considered besides age.
