I just read that part of Clinton's contribution was to ease things back on the prosecution of gun violence; thus creating a perceived need of a harsher gun violence crack-down.
That's one thing I think Germany did just before WW2 - create a problem and wait for people to cry out in need of a "solution".
"Solutions" are always at hand.
