I'M NOT SURE HOW YOU WOULD GO ABOUT MAKING YOUR OWN, BUT GO ON-LINE TO A SITE CALLED "MUSEUMREPLICAS.COM" - THEY HAVE REALLY GOOD REPRODUCTIONS OF CHAIN MAIL AND WEAPONRY FROM THE DARK AND MIDDLE AGES. GOOD QUALITY STUFF FOR PRETTY REASONABLE PRICES.

you should start with a fairly solid beanie type hat, felt, leather something that will hold its shape and carry the mail. If it is just for theater the mail does not need to be steel or welded. Aluminum wire or something like it will work. If you wrap it tightly around a dowel and cut the links with wire cutters they can be chained and then sown onto your skull cap. not quite the real thing, but I assume this is for Halloween. You might be able to get forming wire at an electrical supply for motors. it is soft copper. much more expensive. You might also be able to get open ring chain at a craft shop. These are just ideas.

you mean a juliet cap? well believe me you wont want it after you make it, it will pull your hair out. ive tried it before with some of my bellydance headgear made of jewelry chain, and chain mail isnt easy to put together.
