Apart from water and carbon dioxide, plants need three essential nutrients to grow: nitrogen, potassium and phosphorous. Volcanic soil is quite fertile, namely because it the rocks dissolved contain a rich array of the necessary micro nutrients and trace elements essential for plant growth that most other soils lose over time. The soils contain high concentrations of iron, silicon, boron, sulfur, magnesium, manganese, copper, phosphor, potassium (all of which are essential micro nutrients to plant growth) but the soil itself is often poor in nitrogen and carbon which is most essential. To get that, plants that undergo c4 or c3 photosynthesis and nitrogen fixation are the first to colonize these new soils, they're decomposing remains become the first generation of new top soil. So volcanic soil is not instantly fertile, but it's potential is certainly good.

The fertile soil is a result of the breakdown of various minerals - such as olivine, pyroxene, amphibole, and feldspar (the essential ingredients of volcanic ash and lava) which releases iron, magnesium, potassium etc to the soil.
