I live in Singapore and we use PAL TV. I hook up TV with multi-format VCR and DVD recorder. I can play and record PAL video tape on DVD recorder thus converting into DVD. But when I play NTSC tapes, the DVD recorded is in black and white or blurred. The NTSC tapes can play well on TV but not when recorded on DVD. I tried to use Dazzle software to convert from NTSC tape but the output on the PC monitor screen is still in black and white, whereas if I play a PAL tape, the monitor shows color. It seems that I cannot convert NTSC tapes into DVD because the output is always in black and white. Is there something with the wire connection or the hardware? What type of hardware should I use? I have about 20 NTSC tapes that I want to convert. Thank you.

Talk to a local news station, they should have the equipment to do all the work.

there's a couple of way that you could go by doing that. the easiest to send it out to a company that actually does this. the one listed, i think it's in singapore. it not you could try to look it up on yahoo, hopefully there be more. you could actually buy a converter box to get the signal to your computer, but you need to buy a video editing software that able to play and use both NTSC and PAL video formats. and then it'll be pretty much your work to do the burning of the dvd. the converter box, down on the list. happens to be a somewaht pricey one. there's much cheaper ones.
