1. Are you talking "Pimp Daddy "style? Bell bottoms, fur coat and big hat, walking stick? Like Huggy Bear?
2. I could see you dressing up as one for Halloween. Probably safe enough.
3. Go to a thrift store, or vintage clothing store. The thrift store would be cheaper.

1 not really
2 if you feel like doing that put it is not safe any more people dress and do bad things to other people or staff
3 it should not be that expensive because you only doing to use the costume for a couple of hours
4 at a cheat shop if not you can make it from things you have at home
