In case you didn't know this, this phrase is found in Edgar Allen Poe's short story "The Cask of Amontillado."

It is a story of revenge, and at this point Poe is defining what makes revenge revenge. The way he states it is a little bit confusing, but look a the meaning.

A person takes revenge for a select action, he can now rest in peace unless he is punished for taking his revenge. Redressed means something like "taken care of," so Poe is saying that a wrong is "undressed" if a re-dresser (the guy taking revenge) has retribution(punishment) taken on him for his actions.

It's all perfectly clear now, right? LOL
In the imediately preceeding sentence Poe says that he must take his revenge with "impunity." this is the essence of this whole phrase, because of its structure this sentence is is somewhat hard to concisely explain.

it means that whatever evil you did will be divulge when pay back time comes a knockin
