I assume you mean an elephant tail hair bracelet. Those were common about adecade ago. They use the thick tail hair (apparently) to make a bracelet. I very much doubt it's illegal.

Do you know how long an elephant's tail is? It is really long (just think of the size of this animal and then it might make sense to you), I suppose you mean the hair, well that is legal. I've never seen an elephant tail bracelet in my life and I live in South Africa. (If someone is telling you that it is an elephant tail bracelet, tell them you have got lion hair extensions, and it was alive while you plucked its hair)!

In Africa , the bracelet made from the tail hairs of elephants is believed to ward of illness and promote health and well being. For that reason, people wear it. It is also said that the hairs that are used are ones that have been shed by the elephant while rubbing its hind quarters against a tree.

Why anyone would willingly want to wear something like that is beyond me. In fact it pretty much shows how little respect there is for life on this planet, and don't let me see anyone wearing an elephant tail bracelet, coz I'll do to them what was done to the elephant to get it.
