When you are ready and comfortable ask her out. This is what happened with myself and my partner. She knew I liked her, I had never dated a chick before, both of us were to shy to make the first move.
I think it would be something as simple as going for a drink or seeing a movie or something like that. Before you part ways maybe give her a kiss, even if it is just on the cheek or something, then see how she reacts.
Alternatively you could let her know with a letter or be brave enough to ask her. The first time I went out with my girl, just as friends, we saw a movie and then she dropped me home. After she left I sent an sms saying that I liked her. She said she knew. Then a few days later, since I had heard nothing from her, I took it on a whim and asked her out.

Invite her over to your place to watch some TV and have a couple of drinks or some coffee. I always feel most comfortable in more intimate settings. In public she may be less likely to open up

i would start my sharing some of your thoughts with her so you both can be on the same page. It is very easy to get confused if your both not working together at this. find things out and maby invite her out or something see how things go with the two of you. If she likes you as much as your saying then I would go for it.

By likes you do you mean likes you or LIKES you? Is she lesbian? Is she bi-sexual? If you don't know, you might want to ask her. If she is either of the above just ask...it is not rocket science. Best of luck.
