If you mean "Goofy" as in the Disney character, he's supposed to be a dog.

Before he was known as Goofy he was Dippy Dawg and then was called Dippy the Goof. After that he was then simply called Goofy because of his personality. So based on this, he is supposed to be a dog.

in cartoons, goofy is a dog in disney, a friend of mickey mouse.
