Because cemetaries are considered a "holy ground " and speaking metaphysically, that fog just may be a spirit or other form of energy. I was at a friend's once and it was extremely early in the morning when we paid our respects and the fog was extremely thick but when we got to the car, there were no clouds in the sky and it started to drizzle. We both came to the conclusion that the "fog" might have been her brother because he died of a heart attack in the shower. There might be scientific reasons behind it but I just wanted to share my experience with you when I saw this question. Thanks for reading.

The graveyard are well watered.Even the Head stones. you will get the same effect in the Mountains . Condensation hanging in the air and on the stones. The Smokey Mountains are a good example of Forest trees holding moisture close to the ground until the sun warms things up.

Because the stones are colder than the air around them, water condenses around the stones causing Fog

Sounds like it's a low lying area close to a wet place like a creek or a lake. I like fog too.

Maybe because the stones retain moisture and cold more than other places where people, electricity, etc... warm the area up?

Well it really depends on where you live. If your area is foggy, the cemetery will be foggy also. I your area is not foggy and the cemetery is, I would call in you local ghost hunter, every city has them. They could help you in determining what is going on along with you local weather channel.
