Use HTML!

Unless you have extreme need for Flash, I would HIGHLY recommened you don't use it! This is an accessibility issue; users with disabilities will have difficulty reading text in a Flash document. In addition, some users don't want to be bothered installing Flash.

If you can get your point across WITHOUT using a bulky medium like Flash, by all means, do it.

A lot of big sites use Flash but if you want your page to load quickly and conveniently for people, HTML is fine. If you want to look fancy and nice, use Flash.

THis still depends on what field or market the website is for.

For media , movie, cars, personal customers, Flash is used a lot.

For industry websites, facing emterprises as customers, no special interests in Flash.

Use flash with dynamic html built in. That way you can make changes to the text (e.g. news section) without recompiling the flash document. FLASH ALL THE WAY!
