Being that Victor was a mad scientist, I'd say the theme to X Files, or even the theme to Twilight Zone.

Hmmm..something creepy but romantic at the same time, since you are describing the relationship between Victor and Elizabeth. Right, that is what your are doing? Then, I would suggest something by Evanesence--I could be wrong, maybe their music isn't creepy. How about some Nine INch Nails song? Or Marilyn Manson?
