On January 18, 1871, the Prussians, who had defeated the French in the Franco-Prussian War of 1870, proclaimed their king, Wilhelm II as Emperor of the new German Empire. Until that time, Germany was a group of unfederated kingdoms and duchies.

The Kingdom of Prussia defeated France in the Franco-Prussian War. They had also fought two previous wars to unite the German territories...the Austrio-Prussian War and the War against Schleswig and Holstein. When they defeated France they showed Europe and the German territories that they were the most powerful force in Europe. Therefore the German territories agreed to join with Prussia and form the country of Germany under the rule of William I and the governing of Otto von Bismark.

Well, since this was after Franco-Prussian War, it had to be a united Germany under Prussian rule. The first Emperor was Wilhelm I. This war brought down Napoleon III and made way for the Third Republic in France.
