What ever you do. be careful of the hidden surprises from the phone company. If you go on a prepaid, plan you don't as much trouble because you automatically have a failsafe. If you go broke, you don't have to pay extra... if you are on a contract, and you go way overboard the budget limit, they will overcharge you so much it's not funny. Another hidden surprise you may get from a contract phone is the "service charge" which may be 80 bucks a month so be careful. I think you should have a trial period of a prepaid before you start a contract. It's better to be safe than really sorry.

It depends on why they refuse to buy you one. The #1 reason is they don't want to get stuck with a huge bill every month, and there is no way for them to shut you off after you go over your minutes. This argument can be solved with a pre-paid phone that won't work after you run out of minutes. (But it will still call 911, even if you never buy minutes for it). Problem with pre-paid is the minutes are expensive. So you may have to compromise and use your own $$ or allowance or whatever to help pay for it.

Be sure to remind them that a cell phone essential for safety. I can't tell you how many times I've thanked God for mine.

How old are u? Well, I didn't have a phone until after college. In those days there were pay-phones everywhere also. Maybe they don't want to pay for all those calls you'll be making.

If you were responsible enough, you would get one.

Or maybe do extra work around the house and buy one yourself and buy the card to refill it yourself.
